If we look at the chart we can see that it has got a strong support. Need some volume to move the share. We can keep it in our watch list.

DSEGEN INDEX

If we look at the chart, we find that the price(Index point) has been broken the Downward Slopping Channel. It's a very good sign.

If we look at the volume chart, it has also broken the 15 days WMA. If we compare it with previous few days' volume, we can say- it's positive. Really, is it positive? Today, INDEX has been increased more than 200 point. Now, we can compare the today's increased index point with today's volume which is less than 550 crore. Is it little bit imbalance? Tarpor-o I'm happy. Volume ta ar ektu barley ar ektu beshi khusi hotam.

BTW, What will be happen tomorrow? Nobody knows except Almighty Allah. I'll just tell you some story of possibility.
(1) Some people will take profit.
(2) Some people who have come to break even will try to get out. And
(3) We will see some fresh buy.

=> If the no. 3 (Fresh buy) can capture the no. 1 (profit taker) and 2 (break even trader), we will see a positive end.

=> If 1 and 2 win but volume is low, it's a positive sign and later on, most probably end of this week, we will able to see a pullback.

Finally, I've tried to draw two resistance lines. But first we need to break the psychological resistance level (6000) that we will face tomorrow. Allah Hafiz.

Why don't you be your own Portfolio Manager.... Different people may have different view regarding their portfolio design. No problem. We may share our view. I'm sharing my view with you.

How I organize my Portfolio :

1) 20% of my total amount I invest for long term.
2) 20% of my total amount I invest for mid term.
3) 40% of my total amount I invest for short term gain.
4) 20% of my total amount I keep as Cash.
 
I also follow the below rules strictly :

• I always put Trailing Stop-Loss.
• I never invest more than 20% of my money in any individual stock.
• I never invest more than 40% of my money in any sector.
• If I find the market is going to wrong, I withdraw all of my money and then wait for a suitable time for re-investment.

How can I make my portfolio better? I'll be very much grateful, if you give me any advice.

Relation of Price and Volume : Part 3

Price fall with strong volume : When the market is hit by major negative news, price fall with strong volume, generally we call it Panic Selling (We already saw it 2-3 times in January, 2011 in our market, DSE). In this situation seller are so afraid that s/he don't mind selling their stocks at lower price.   These panic selling activities are usually short-term, but they will certain have an impact to the stock trend and investors confidence.

Finally, at least 3 precondition required to say Panic Selling : 1) Market needs to hit by major negative news, 2) Huge price fall and 3) Large volume.

If anybody tells you that panic sell has been started, I hope, you will test the news by the above 3 condition. by JC

If we compare this week with last week, we find that General Index has fallen -314 point (i.e. -5.56%) and volume has increased a little bit i.e. approx. 21 crore.

Now, please look at the Chart 1. Index is still below the BB mid band and staying in the below channel which is extremely bearish.

Na, Sob kishu sesh hoye jai ni. Pls. hotash hoben na and look at the Chart 2. I've tried to draw a Support Zone. Char dik theykey good news ashchey. Ei jatray eta sustain korey kina amra dekhtey pari.We should watch this Support Zone and react accordingly.

If we watch the last candlestick in the Chart 1, we found that it has formed a "Doji" which is a powerful candlestick formation that refers to indecision between bulls and bears. Usually, we found it at the top or bottom of a trend and thus is considered as a sign of possible reversal of price direction. I hope, this time we found it at the bottom. Sometimes, it is a sign of continuation of a trend.

If you read my last week DSEGEN INDEX (Weekly Update), you need not read the below writing except last paragraph.

 What should we do now :

 => If you are a position taker, you should use your previous experience and then put your stop-loss as per your loss bearing ability.

 => If you are holding share not cash, please tighten your stop-loss. Pls. don't be emotional, be mechanical.

 => If you are holding 50-50 share and cash, pls closely monitor the market as well as tighten your stop-loss.

 => If you are holding most of your cash, I know you are well smart to know what to do. Just closely monitor the market.

Finally, "Your money, Your decision". No need to follow others advise specially in share market. Just try to learn and use your knowledge. Your learning will lead you to success. In shaa Allah.

Relation of Price and Volume : Part 2

Price stopped rising but volume remain strong : Bhaiya(s) and Aapu(s), Salam. Have you ever seen in our market that after a bull run, price stopped rising but the volume remain strong. Can't remember?

Okey, we need not to go faraway. Just watch the recent bull run. I've uploaded a chart of our DSEGEN INDEX. Pls. watch it first. Just watch the price and volume action from July 24, 2011 to July 28, 2011 (I've marked it). Average volume was more than 1700 crore per day!!!

Now, try to realize what happened in those days? I know, you already understood it. The strong hand offloaded the shares to the week hand. by JC

Price-Volume Action : Introduction : Part 1

Bhaiya(s) and Aapu(s): Asa kori Allah-r rahamotey valo achen? I hope, you've read my previous series of writing regarding Stop-loss. Now, I’ll discuss the RELATION OF PRICE AND VOLUME which is the most important part of chart reading. I’ll try to keep my discussion as short as possible. Because readers are not willing to read big post.

I know, you know very well regarding the Price and Volume. So, I’m not going to give any definition of price and volume. Tarpor-o nijeder-k ektu zaliye nei, ektu vinno vabey. It will also help us to read chart. If SELLER wishes to sell his share, there must be an equal amount of shares which the opposite BUYER is willing to buy, and then only the seller can off load his shares. Basically, volume is a record of the frequency of shares changing ownership. If today’s volume is 50,000 shares, it means there were 50,000 shares were sold to new owner.

What is the intension of Buyers and Sellers? I know, you know the answer very well. Because, sometimes you are a buyer and sometimes you are a seller. Tarpor-o ektu dekhey nei. When a seller sells a share, s/he thought that the price may not go further up and may fall any time. That is why, s/he sells the share. On the contrary, when a buyer buys that share, s/he thought that the price of the share may go up and s/he is able to take risk at certain level.

Average VS Stop-loss

Bhaiya(s) and Aapu(s), Allah-r Rahamatey asha korchi aponara sobai valo achen. Today, we will discuss – In downtrend market what is more effective? Average naki Stop-loss.

Say, Investor A has 100 taka and Investor B has also 100 taka. As per their policy both will keep 30 taka as cash and 70 taka will invest. But they have one different policy. Investor A follows Average policy and B follows Stop-loss policy. We assume that both have invested their 70 taka at same day and buy same share. Let’s see through some possibility how Average/Stop-loss helps them to make profit or keep safe their investment.

Possibility 1 : Stock goes to rise.

Remarks : Both are at profit stage.

Possibility 2 : Stock falls 10%. i.e. Present price of the stock is Tk. 63.

Remarks : Investor A is thinking that if price goes to further fall, he will use his remaining amount to make average. Investor B : as his loss bearing ability is 10%. That is why he sold his stock and waiting for a suitable time with cash Tk. (63+30) = Tk. 93. If the stock rebound/ghurey daray, he will buy it again.

Possibility 3 : Unfortunately Stock falls 30%. i.e. Present price of the stock is Tk. 49.

Possibility 4 : What a disaster !!! Stock falls 50%. i.e. Present price of the stock is Tk. 35.

Remarks : Investor A: Needless to say. Capital is Tk. (35+24) = approx.Tk. 59. Investor B : Waiting for a suitable time with cash Tk. (63+30) = Tk. 93. If the stock rebound/ghurey daray, he will buy it again.

I know some of the Average lover and smart have started to thinking - if after Possibility 2, stock starts to go up then ……………???? My ans is simple. If Investor B finds the signal to buy, definitely he will buy it again. Option is yours. Your money, your decision. I’ve just tried to show you some fact. If you happy with the Average policy, don’t need to change your policy. If you are not happy with Average policy and found yourself at the present market in the one of the possibility from 3 to 4, you may think about Stop-Loss. by JC

Importance of Stop-Loss

Bhaiya(s) and Aapu(s), I hope you've read my previous post regarding Stop-loss.

Now, I'll try to show you the Importance of Stop-Loss. Again we will take a help of examples. Say, you have bought a share @ Tk. 100 and your loss bearing ability is Tk. 10 (i.e. 10%).

Now, the price of your stock falls and comes down to Tk. 90 and you sold your stock accordingly to your loss bearing ability. Now, the most important thing is you have cash 90 taka for another trade. If you find the same stock or the other stock gives you a buy signal you will buy it. If you like to cover your loss, you will have to earn Tk. 100 by your cash Tk. 90. Recovering loss of Tk. 10 is not difficult as you have remaining taka 90.

Now, please look at the below table :

Now, see the effect of Stop-loss:

Say, you are a crazy/emotional trader (Of-course you are not). You have failed to stop your loss AT RIGHT TIME and your loss goes to 50% i.e. now your share price is Tk. 50. It's toooooooooooooooooo late. Because, you need to earn 100 taka by 50 taka to come to the break even. Isn't it hard?

Now, compare and see the reality - Which one is easy ?

Earning 100 taka by 90 taka or

Earning 100 taka by 50 taka.

STOP-LOSS

Now, I'll discuss regarding the Stop-loss which is the most important part of Money Management and the most ignorance part in our trading plan.

From the newbie to expert, everybody knows the meaning of stop-loss. So, I’m not going to translate it.

What is Stop-loss? I think example is better then definition.

Say, you buy a stock @ Tk. 100 and your loss bearing capability is 5%. In plain English you can take loss upto 5%. That is if the price of the stock comes down upto Tk. 95. Now, you are not able to take the loss further more. So, you put the stop-loss of that share at Tk. 95. If the price goes below the Tk. 95 you will sell the share otherwise you will hold the share.

Now, if the share goes to UP after your buy then what will you do now. Will you put your stop-loss at Tk. 95. No No No No No.

Say, after buying your share if it goes to Tk. 110 then your stop-loss will be Tk. 104.5. If price goes to below Tk. 104.5, you will sell it otherwise hold it as your loss bearing ability is 5%.

Now, some smart will tell me that if price bounce back from Tk. 103. I’ll not go to debate with him/her as s/he will not able to give me any grantee that price will not go further below of Tk. 103. Yes, if price bounce back with a strong trend and you find the buy point, definately you can buy it again.

Now the question is should you use Stop-Loss or not? It’s a million dollar question. Answer is that it depends. If you are an investor with purely long-term perspectives and with a diversified portfolio, you should probably not.

But if you are a Trader or Short Term or Mid Term investor, pls. wait upto tomorrow mid night. I’ll post regarding the importance of Stop-loss. I strongly believe you will be benefitted.

Finally, Bhiya and Aapu, It’s true that the hardest part of investing is not buying shares, it is when to take profit or more importantly, when to stop-loss. by JC

Diversification

Now, I’ll discuss one of the most important part of the Portfolio Management. This proverb will make you understand regarding the diversification. “Don’t put your all eggs in one basket”.

When you pick shares always try to keep in mind the concept of diversification. You will not invest all of your money in one particular stock or one particular sector. Try to diversify your investment like :

=> Buy different shares,

=> Buy share of different sectors,

=> Buy share of different category.

=> Buy share of different face value/Paid-up capital.

=> Finally, buy share in the view of trading, short term, mid term and long term.

Why should you diversify your investment? It will keep your "investment risk" as low as possible. by JC

New Investor : As you are new in share market, you should take the taste of mutual funds.

Trader (Who hold share upto 10 days) : Pls. watch the price and candlestick pattern along with the volume. Your TA knowledge will help you to make a RIGHT decision.

Short Term Investor (Who holds share upto 1 month) : Pls. watch the price pattern along with the volume. Your TA knowledge will help you to make a RIGHT decision. After picking a share you may test it by your FA knowledge.

Mid Term Investor (Who holds share upto 6 months) : Please use your TA and FA (both) knowledge.

Long Term Investor (Who holds share more than 6 months) : Please use your FA knowledge. TA is not mandatory here.

Now, most of the people will tell me you are a big FOOL. You know nothing. You have missed a BIG thing i.e. NEWS/RUMOR. My answer is: A chart reader (chart reading is a part of TA) knows how to catch the effect of News/rumor. I haven't finished yet. Please read the below note :

RUMOR/NEWS

You will find thousand of news/rumor. Someone will say it is true and someone will say it is false. Why should we follow the news/rumor that can be true/false. A smart trader never trust the news/rumor. They just use its effect. Try to learn how can you get benefit from a widespread rumor/news rather than part of that rumor/news. If we compare this week with last week, we find that General Index has fallen -111 point (i.e. -1.86%) and volume has increased a little bit i.e. approx. 8 crore.

Now, please look at the chart. Index is still below the BB mid band and staying in the below channel which is extremely bearish. One important thing has been happed this week - The psychological support (6000) has been broken and the price is still staying below the psychological support level. We should watch this level and react accordingly.

If we watch the last candlestick in the chart, we found that it has a long upper shadow and short lower shadow, this means that at one stage buyers tried to show their muscles and bid prices more than previous day's close price, but the later on sellers came in the market and drove the prices and finally price back to near its open price (Just see the min chart from 1:15 pm to 3 pm). Pls. don't take it negatively. It has another meaning. Pls. don't ask me the meaning. I'm giving you a clue - Who tried to bid higher?

 What should we do now :

 => If you are a position taker, you should use your previous experience and then put your stop-loss as per your loss bearing ability.

 => If you are holding share not cash, please tighten your stop-loss. Pls. don't be emotional, be mechanical.

 => If you are holding 50-50 share and cash, pls closely monitor the market as well as tighten your stop-loss.

 => If you are holding most of your cash, I know you are well smart to know what to do. Just closely monitor the market.

নিজেদের শেয়ার কিনতে চায় কোম্পানিগুলো

ঢাকা, সেপ্টেম্বর ২১ (বিডিনিউজ টোয়েন্টিফোর ডটকম)  বাজারে অস্থিতিশীলতা ঠেকাতে নিজেদের কোম্পানির শেয়ার কেনার আগ্রহের কথা জানিয়েছে বাংলাদেশ অ্যাসোসিয়েশন অব পাবলিকলি লিস্টেড কোম্পানিজ (বিএপিএলসি)। 

এ লক্ষ্যে প্রয়োজনীয় আইন সংস্কারের জন্য নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনকে অনুরোধ জানানো হয়েছে। শীঘ্রই স্টক এক্সচেঞ্জেগুলোর সাথে আলাপ আলোচনার পরে বিধিমালা সংশোধনের সুপারিশ এসইসিতে পাঠানো হবে। 

বুধবার বিকেলে ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) পরিচালক ও বিএপিএলসি সভাপতি সালমান এফ রহমান এক সাংবাদিক সম্মেলনে এসব কথা বলেন। 

তিনি বলেন, "পুঁজিবাজারের বর্তমান অবস্থা নিয়ে আমরা সবাই চিন্তিত। গতকাল বিএপিএলসি সদস্যদের সঙ্গে বৈঠক করে আমরা সিদ্ধান্ত নিয়েছি, প্রয়োজনে আমরা নিজেদের কোম্পানির শেয়ার সাপোর্ট করবো।" 

সালমান এফ রহমান বলেন, "শেয়ারের মূল্য কমে যাওয়ায় শেয়ারহোল্ডার ও কোম্পানি উভয়েই ক্ষতিগ্রস্থ হচ্ছে। তাই বর্তমান পরিস্থিতিতে যাতে দাম পড়ে না যায় সেজন্য উদ্যোক্তা পরিচালকেরাই শেয়ার কিনে নেব।" 

"তবে এটা করতে গিয়ে দেখলাম আইনে সমস্যা রয়েছে। এগুলো পরিবর্তন করতে হবে। আজ এসইসির সঙ্গে কথা বলেছি। তারা আশ্বাস দিয়েছে বলেছে, এ বিষয়ে স্টক এক্সচেঞ্জগুলোর সঙ্গে কথা বলে কিভাবে রেগুলেশন পরিবর্তন করা যেতে পারে, সেই সুপারিশ পাঠানো হলে তারা বিষয়টি দেখবেন। " বলেন ডিএসই-এর এই পরিচালক। 

তবে এই শেয়ার কেনার প্রক্রিয়াটি বাইব্যাক নয় বলে তিনি জানান। কারণ এখনো বাইব্যাক আইন হয়নি। এছাড়া বাইব্যাকের ক্ষেত্রে কোম্পানীর নিজস্ব তহবিল থেকে শেয়ার কিনতে হয়। এক্ষেত্রে স্পন্সর পরিচালকরা তাদের নিজেদের টাকা দিয়ে শেয়ার কিনবেন। 

কবে থেকে তারা শেয়ার কিনতে শুরু করবেন, জানতে চাইলে সালমান এফ রহমান বলেন, "বিধিমালার সমস্যা না থাকলে আজ থেকেই কেনা শুরু করা যায়। বাজারে অনেক প্রতিষ্ঠানের শেয়ার রয়েছে, যা কেনার জন্যে সেরা সময় এখন। বিধিমালার সংশোধন হয়ে গেলেই আমরা স্পন্সররা ঘোষণা দিয়ে শেয়ার কেনা শুরু করব।" 

বাংলাদেশ লিজিং এন্ড ফাইন্যান্স কোম্পানিজ এসোসিয়েশনের (বিএলএফসিএ) ভারপ্রাপ্ত সভাপতি আসাদ খান বলেন, "পুজিবাজারে মার্চেন্ট ব্যাংক ও সরাসরি বিনিয়োগসহ আমাদের অংশগ্রহণ রয়েছে। ২০০৮-০৯ সালে পুঁজিবাজার থেকে আমরা ভালো লাভ করেছিলাম। বাজারের এই পরিস্থিতিতে আমরাও কিন্তু ক্ষতিগ্রস্থ হচ্ছি। এটা আমাদের সবার চিন্তা , কিভাবে আমরা পুঁজিবাজারকে তুলব। সেটা নিয়েই আমরা সবাই চেষ্টা করছি। " 

ডিএসই সভাপতি শাকিল রিজভী বলেন, "বাজারের এখন ক্রান্তিকাল চলছে। এই ক্রান্তিকাল কিভাবে কাটিয়ে উঠা যায়, বাজার সংশ্লিষ্ট বিভিন্ন সদস্যদের সাথে আলাপ করছি। আজ বিএপিএলসি ও বিএলএফসিএ র সাথে আমরা আলোচনা করেছি।" 

সংবাদ সম্মেলনে আরো উপস্থিত ছিলেন ডিএসই জেষ্ঠ্য সহ সভাপতি আহসানুল ইসলাম।

একক গ্রাহক ঋণসীমা সমন্বয়ের সময় বাড়ল

শেয়ারবাজারে ব্যাংকগুলোর সহযোগী প্রতিষ্ঠানকে একক গ্রাহক হিসেবে ঋণসীমা সমন্বয়ের সময় এক বছর বাড়ানো হয়েছে। আজ সোমবার দুপুরে বাংলাদেশ ব্যাংক এক নির্দেশে ব্যাংকগুলোকে এ সময় বাড়ানোর সিদ্ধান্তের কথা জানায়।
 এ বছরের ৩১ ডিসেম্বর ছিল একক গ্রাহক ঋণসীমা সমন্বয়ের শেষ সময়। আজ সেটা বাড়িয়ে ২০১২ সালের ৩১ ডিসেম্বর করা হয়েছে। এ নিয়ে কেন্দ্রীয় ব্যাংক ঋণসীমা সমন্বয়ের সময়সীমা চার বারের মত বাড়াল। ওই নির্দেশে উল্লেখ করা হয়েছে, তবে শর্ত থাকে যে বর্তমান ঋণস্থিতি বাড়ানো যাবে না।

সম্প্রতি দু’জন বিনিয়োগকারীর ক্রীত শেয়ারগুলোর বা পোর্টফোলিওর ফর্দ আমার হাতে এসেছে। এ দু’জনের মধ্যে একজন আমাদের বিশ্ববিদ্যালয়ের বিজ্ঞানের অধ্যাপক। তিনি অনেক দিন বিদেশে চাকরি করে সে টাকার বড় একটা অংশ শেয়ারবাজারে খাটিয়েছেন। কিন্তু দুর্ভাগ্য হলো, আজকের মূল্যে উনি উনার নিজের পুঁজিই এক-তৃতীয়াংশ হারিয়েছেন। উনি যেটা মারাত্মক ভুল করেছেন সেটা হলো, ব্রোকার হাউসের কথা শুনে আরও সমপরিমাণ অর্থ শুধু কতগুলো ব্যাংকিং কোম্পানির শেয়ার কিনেছেন, যেগুলোর মূল্য ৩০ থেকে ৪০ শতাংশ পড়ে গেছে। উনাকে বলালাম, আপনি ঋণটা শোধ করে দিলেন না কেন, এমনকি পড়তি বাজারেও। উনি বললেন, উনি তাই করতে চেয়েছিলেন, কিন্তু ব্রোকার হাউসের লোকজন তা করতে দেয়নি। উল্টো উনাকে পরামর্শ দিয়েছে, লোকসান দিয়ে ঋণ শোধ করবেন কেন বরং কিছু টাকা নতুন করে বিনিয়োগ করুন। পড়তি মূল্যে আপনাকে অধিক শেয়ার কিনে লোকসানটাকে পুষিয়ে দেয়া যাবে। এ কথা শুনে অধ্যাপক কবির আরও ২০ লাখ টাকা তার বিও হিসাবে জমা করলেন। কিন্তু দুর্ভাগ্য হলো, আগে কবির সাহেবের লোকসান হয়েছিল ২৫ লাখ টাকা আর নতুন অর্থ জমা দেয়ার দুই মাস পর তিনি পুঁজি হারিয়েছেন ৩৫ লাখ টাকা। তাহলে তার এ টাকা ক্ষয় হলো কীভাবে?
 ক্ষয় হয়েছে ঋণের সুদে এবং বাকিটা হয়েছে বাজার আরও পড়ে যাওয়ার কারণে। আমি কবির সাহেবকে দুটো কথা বললাম। এক, পড়তি বাজারে অতিরিক্ত ঋণ করে শেয়ার কিনে পোষানো যায় না। ব্রোকার হলো ঋণ বিক্রেতা, সে তো চাইবেই চড়া সুদে আরও বেশি ঋণ করা। দুই, উচিত ছিল বাজার পড়ার সংকেত পাওয়ার সঙ্গে সঙ্গে ঋণগুলো শোধ করে দেয়া। তাতে লোকসান হতো ন্যূনতম। এ কথা শুনে অধ্যাপক বললেন, আসলে এসব কথা উনাকে আগে কেউ বলেননি এবং উনি নিজে শেয়ারের মাথামুণ্ডু কিছুই বুঝতেনও না। উনার বন্ধুরাই উনাকে শেয়ারবাজারের দিকে নিয়েছেন ২০১০-এর জুন মাসে। অন্য বিষয় হলো, উনার পোর্টফোলিওতে সবই ব্যাংকিং কোম্পানরি শেয়ার, যেগুলো অন্য শেয়ারের তুলনায় অতিরিক্ত মূল্য হারিয়েছে। আমি জিজ্ঞেস করলাম, সবই ব্যাংক কোম্পানির শেয়ার কেন? উনি বললেন, কোন শেয়ার কিনব বা বেচব সে ব্যাপারে তার মতামত ছিল না। ব্রোকার হাউসের সুমন তাকে ওইসব শেয়ার কিনে দিয়েছে। আসলে এই অধ্যাপক সাহেব যেটা বড় ভুল করেছেন সেটা হলো, ব্রোকার হাউসের লোকজনের কথা অনুযায়ী শেয়ার কেনা। আমি উনাকে বললাম, ব্রোকার হাউসে যারা চাকরি করে তারা এ ক্ষেত্রে কোনো এক্সপার্ট না। তাদের তুলনা করতে পারেন ওষুধের দোকানের ইমনের সঙ্গে, যে অভিজ্ঞতা থেকে ব্যথার ওষুধ থেকে গ্যাস্টিক, পাতলা পায়খানা, এমনকি ডায়াবেটিসের ওষুধও বিনা প্রেসক্রিপশনে বিক্রি করছে। কিন্তু তাই বলে কি ইমন ডাক্তার হয়ে গেল? এ জন্যই বলছি, ব্রোকার হাউসের ব্রোকার বা তার নিয়োজিত অন্য ছেলেগুলো শেয়ার সিলেকশন এবং বেচার ক্ষেত্রে পরামর্শ দেয়ার মতো মোটেই উপযুক্ত লোক নয়। তারা এই লক্ষ্যে কোনো লেখাপড়া করেনি বা এ জন্য ট্রেনিংপ্রাপ্ত কোনো লোকও নয়। তাদের কথা ফলে যখন বাজার শুধু উঠতেই থাকে। কিন্তু বাজার পড়ে গেলে বা এক স্থানে স্থির হয়ে দাঁড়িয়ে থাকলে কী করতে হবে সে ব্যাপারে তাদের সামান্যই জ্ঞান আছে। আর তারা যদি অত বড় এক্সপার্ট হতো তাহলে ব্রোকার হাউসে ২০ থেকে ২৫ হাজার টাকার চাকরি করছে কেন? অধ্যাপক সাহেবকে আমি এত বললাম, এ ক্ষেত্রে হয়তো সুমনের দোষ নেই। সে যেটা বিশ্বাস করেছে সেটাই আপনাকে বলেছে। তবে সমস্যা ছিল, তার বিশ্বাসের মধ্যে ভুল ছিল। আমি উনাকে আরও দুটো কথা বললাম। সেই দুটো কথা হলো— এক, শেয়ার সম্পর্কে নিজের কিছু জ্ঞান থাকতে হবে। সে জ্ঞানের জন্য কিছু বই এবং লিটারেচার পড়তে হবে। কিছু না পড়ে সুমনদের মতো লোকদের কথা শুনে যারা শেয়ার কিনেছে তারাই বেশি লোকসানের সম্মুখীন হয়েছে। উনাকে এত বললাম, আমার নিজেরও একটা বই বাজারে আছে— নাম ‘জেতার কৌশল’। ওই বইয়ের কয়েকটি পৃষ্ঠায় আমি এও লিখেছি, ‘ব্রোকারকে জিজ্ঞেস করে শেয়ার কিনবেন না’। আপনি যদি ওই বইটিও পড়তেন তাহলে অন্তত কিছু টাকা হারানো থেকে বেঁচে যেতেন। আমি ওই বইতে এও লিখেছি, ঋণ বিক্রেতার অভাব নেই। তবে ঋণ করে শেয়ার কিনতে সাবধান। দুই, কবির সাহেবকে এও বললাম শেয়ার ধরন বা কেনার জন্য সিদ্ধান্তের জন্য অনেক কিছু জানতে হয় এবং সেই জানা শুধু এক সময়ের জানা হলে চলবে না, সব সময় জানতে হয়। লোকে মাঝ বয়সী ভালো ডাক্তারের পেছনে কেন দৌড়ায়। কারণ তাদের বিশ্বাস, এরা ওষুধ ও রোগের সর্বশেষ গবেষণা ও লিটারেচার সম্পর্কে অবহিত। যদিও কোনো কোনো ডাক্তার ওইগুলোর ধারে কাছেও নেই। অভিজ্ঞ বুড়ো ডাক্তার ভালো বটে, তবে ওষুধ ও রোগের ক্ষেত্রে সর্বশেষ অবস্থাগুলো উনি জানেন না। যাহোক, ওষুধ ও রোগের জগতে যেমন ভালো ডাক্তারের অভাব রয়েছে, তেমনি শেয়ারবাজারের ক্ষেত্রে প্রকৃত জ্ঞানধারী লোকের অভাব আছে। এই বিষয়টা যদি এতই সহজ হতো তাহলে তো বিশ্ববিখ্যাত বিশ্ববিদ্যালয়গুলোর ফিন্যান্স ও পোর্টফোলিও ম্যানেজমেন্টের অধ্যাপকরা যুক্তরাষ্ট্রের আর্থিক বাজার ওয়ালস্ট্রিটে শেয়ার বেচাকেনা করে বিলিয়নিয়ারও হয়ে যেতেন। সত্য হলো— এসব ক্ষেত্রে পড়ানো যত সহজ, বাস্তব ক্ষেত্রে অর্থ খাটিয়ে অর্থ রোজগার করা অত সহজ নয়। তবে হ্যাঁ, এ ক্ষেত্রে ভালো করার জন্য অত বড় ডিগ্রির দরকার নেই বটে। পড়াশোনা ও অভিজ্ঞতা অনেককে এক্সপার্ট হতে সাহায্য করে। আমার বইতে আমি এও লিখেছি, পরামর্শের ক্ষেত্রে আপনার বন্ধুই আপনার জন্য ভালো পরামর্শক। শর্ত থাকে, আপনার বন্ধুকে আপনার মতো বা আপনার থেকে বেশি জানতে হবে। মেডিসিন ডাক্তারের অসুখ হলে উনি আরেক মেডিসিন ডাক্তারের পরামর্শ কেন নিচ্ছেন? এটা এ জন্যই যে, উনার জ্ঞানের সঙ্গে অন্য মেডিসিন অধ্যাপকের জ্ঞানকে ঝালাই করে নিচ্ছেন। রোগী ভীষণ অসুস্থ হলে মেডিকেল বোর্ড বসে কেন? এ জন্যই যে, একজনের জ্ঞান থেকে পাঁচজনের জ্ঞান বেশি ভালো হবে। শেয়ার কেনার এবং বেচার ক্ষেত্রেও পাঁচজনের জ্ঞান একজনের জ্ঞান অপেক্ষা উত্তম। শর্ত থাকে যে, ওই পাঁচজনের ভালো জ্ঞান থাকতে হবে। অনভিজ্ঞ-মূর্খ লোকদের সঙ্গে এসব ব্যাপারে আলাপ করে কোনো লাভ নেই। সমস্যা হলো, আমাদের বাজারে ৮০ শতাংশ লোক সুমনদের কথায় শেয়ার কেনে আর বেচে। এদের জন্য শেয়ারবাজারে নয়। এরা বাজারে যখন নতুন অর্থ নিয়ে প্রবেশ করেছে, তখন শেয়ারের মূল্য বেড়েছে। এখন হেরে অনেকটা বাজার ছাড়া। ব্রোকার হাউসের লোকজন বড়জোর ভোক্তাদের মধ্যে জিপির কাজ করতে পারবে। তারা কোনো দিন এমআরসিপির কাজ করতে পারবে না। সুতরাং শেয়ারবাজারে লাভ যেমন বেশি, তেমনি লোকসানও বেশি। আপনাদের ওষুধের লোকরাই তো আমাকে বলেছে, কোনো ওষুধের সাইড এফেক্ট দেখা দিলে হয় ওষুধ বন্ধ করতেন নতুবা তাড়াতাড়ি ডাক্তারের সঙ্গে পরামর্শ করতেন। এ ক্ষেত্রেও তাই ভুল হয়ে গেছে মনে করলে তাড়াতাড়ি শুদ্ধ করতেন। লোকসান দিয়ে বেচুন। অপেক্ষা করুন। সুযোগ এলে ওই শেয়ারে বা নতুন কোনো শেয়ারে বেচুন। এসবই সংক্ষিপ্ত আকারে আমি আমার বইটার মধ্যে লিখেছি। সমস্যা হলো, আপনারা কেউ বই পড়তে চান না। আর্থিক বিবরণীগুলোকে ব্যাখ্যা করা বা বোঝা অত সহজ নয়। অথচ শেয়ার বিনিয়োগের ক্ষেত্রে এ বিদ্যা অবশ্যম্ভাবী। আমাদের বাজারে কয়টা লোক আছেন, যারা আর্থিক বিবরণী পড়েন এবং জানেন। যাক আপনাকে আমি স্বল্প সময়ে এক্সপার্ট বানাতে পারব না। কথা হলো, অতীতে যে ভুলগুলো করেছেন তা যাতে ভবিষ্যতে না করেন। আর সুমন-ইমনের কথা শুনবেন না। নিজের সিদ্ধান্ত নিজে দেবেন। অধ্যাপক কবির ওষুদের সঙ্গে সংশ্লিষ্ট বিষয়ের অধ্যাপক। সে জন্য উনাকে বোঝাতে ডাক্তারদের উদাহরণ দিলাম। উনি শেষে আফসোস করে বললেন, ইস আগে যদি আপনার সঙ্গে আলাপ করতাম। আমি বললাম, করেননি কেন? উনি বললেন, এক তো সাহস হয়নি, অন্য বিষয় ছিল ২০১০-এর নভেম্বর পর্যন্ত সবই ঠিক গেল মনে হলো। কবির সাহেবের সঙ্গে ৪৫ মিনিট আলাপ হলো। আশার মতামত দিয়ে উনাকে ছেড়ে দিলাম। দ্বিতীয়, বিনিয়োগকারী ছিলেন একজন অবসারপ্রাপ্ত সচিব। উনিও অনেক টাকা হারিয়েছেন। প্রায় একই শেয়ার ও একই ধরনের ভুল উনিও করেছেন। উনাদের দু’জনেরই ব্রোকার ছিল একটা ব্যাংক। লেখক: অর্থনীতিবিদ

অভিহিত মূল্যে সমতা আনতে এসইসির নির্দেশনা জারি

শেয়ারবাজারে তালিকাভুক্ত সব কোম্পানি ও মিউচুয়াল ফান্ডের ইউনিটের অভিহিত মূল্য ১০ টাকা করার নির্দেশ দিয়েছে সিকিউরিটিজ ও এক্সচেঞ্জ কমিশন (এসইসি)। গত ১৫ সেপ্টেম্বর ওয়েবসাইটে এ-সংক্রান্ত একটি নির্দেশনা জারি করা হয়। নির্দেশনায় আগামী ১ ডিসেম্বর ১০০ টাকা অভিহিত মূল্যের সবগুলো কোম্পানির রেকর্ড ডেট নির্ধারণ করা হয়েছে। আর ৪ ডিসেম্বর থেকে অভিন্ন অভিহিত মূল্যে এসব কোম্পানি ও মিউচুয়াল ফান্ডের শেয়ার ও ইউনিট লেনদেন হবে।
 এসইসির চেয়ারম্যান অধ্যাপক খায়রুল হোসেনের আদেশে প্রকাশিত ওই নির্দেশনায় বলা হয়, স্টক এক্সচেঞ্জে তালিকাভুক্ত যেসব কোম্পানির শেয়ার ও মিউচুয়াল ফান্ডের অভিহিত মূল্য ১০ (দশ) টাকা নয়, সেসব কোম্পানি ও মিউচুয়াল ফান্ডকে আগামী ৩০ নভেম্বর ২০১১-এর মধ্যে সব আনুষ্ঠানিকতা পরিপালনসাপেক্ষে ৪ ডিসেম্বর ২০১১ থেকে অভিন্ন অভিহিত মূল্যে অর্থাত্ ১০ টাকা অভিহিত মূলে মাধ্যমে লেনদেন শুরু করতে হবে। এ জন্য ১ ডিসেম্বর রেকর্ড ডেট ধার্য করা হয়েছে এবং কোম্পানিগুলোকে কোনো মূল্য সংবেদনশীল তথ্য প্রকাশ করতে হবে না। এই আদেশ অবিলম্বে কার্যকর করা হবে। বিনিয়োগকারী ও শেয়ারবাজারের স্বার্থে সিকিউরিটিজ ও এক্সচেঞ্জ অধ্যাদেশ, ১৯৬৯ (Ordinance No.XVII of 1969) এর সেকশন ২০-এ প্রদত্ত ক্ষমতাবলে এসইসি এ আদেশ জারি করে। 
 অন্যদিকে বেঁধে দেয়া সময়ের মধ্যে কোনো কোম্পানি শেয়ারের অভিহিত মূল্য পরিবর্তন করতে ব্যর্থ হলে সংশ্লিষ্ট কোম্পানির লেনদেন বন্ধ রাখার সিদ্ধান্ত নেয়া হবে বলে এসইসি সূত্রে জানা গেছে। অভিন্ন অভিহিত মূল্য করার ফলে আগের অভিহিত মূল্য পরিবর্তনের মাধ্যমে বিভিন্ন কোম্পানির কারসাজির প্রক্রিয়া বন্ধ হবে।
 গত ২৩ আগস্ট শেয়ারবাজারে তালিকাভুক্ত সব কোম্পানির অভিহিত মূল্য ১০ টাকা করার সিদ্ধান্ত নেয় এসইসি। ৩০ নভেম্বরের মধ্যে সব কোম্পানিকে বোর্ড সভা ও ইজিএম করে এসইসি, আরজেএসসির অনুমোদন নেয়ার নির্দেশ দেয় এসইসি। পাশাপাশি নির্ধারিত সময়ে স্টক এক্সচেঞ্জ ও সিডিবিএলের সব ধরনের প্রক্রিয়া সম্পন্ন করতে হবে।
 অর্থ মন্ত্রণালয় গত ২৯ মে শেয়ারবাজার তদন্ত কমিটির ১৪টি সুপারিশ অধিকতর তদন্তপূর্বক ব্যবস্থা গ্রহণের জন্য এসইসির কাছে প্রেরণ করে। এর মধ্যে অভিহিত মূল্য পরিবর্তনের ব্যবস্থা গ্রহণসহ আটটি সুপারিশ এক মাসের মধ্যে নিষ্পত্তি করার নির্দেশ দেয়। অন্য ছয়টি সুপারিশ বাস্তবায়নের জন্য তিন মাসের সময় বেঁধে দেয়া হয়। 
 ঢাকা স্টক এক্সচেঞ্জে (ডিএসই) তালিকাভুক্ত ২৭০টি সিকিউরিটিজের মধ্যে ১৩৬টি শেয়ার ও মিউচুয়াল ফান্ডের অভিহিত মূল্য ১০০ টাকা। এর মধ্যে কোম্পানির সংখ্যা ১২৪টি এবং মিউচুয়াল ফান্ড ১২টি। এ ছাড়া ১ টাকা অভিহিত মূল্যের এইমস প্রথম মিউচুয়াল ফান্ডটির অভিহিত মূল্যও ১০ টাকায় রূপান্তর করতে হবে। শেয়ার ও মিউচুয়াল ফান্ডের বাইরে তিনটি করপোরেট বন্ড রয়েছে, সেগুলোর প্রতিটির অভিহিত মূল্য এক হাজার টাকা। বাকি সব শেয়ার ও মিউচুয়াল ফান্ডের অভিহিত মূল্য ১০ টাকা। 
 প্রসঙ্গত, ২০০৯ সালের ৫ নভেম্বর অর্থ মন্ত্রণালয়ে অনুষ্ঠিত শেয়ারবাজারবিষয়ক সমন্বয় সভায় সব শেয়ারের অভিহিত মূল্য অভিন্ন করার প্রস্তাব করা হয়েছিল। ওই প্রস্তাবে সব শেয়ারের অভিহিত মূল্য ১০০ টাকা নির্ধারণ করার কথা বলা হয়। সেদিনের বৈঠকে ভবিষ্যতে সব কোম্পানির শেয়ারের অভিহিত মূল্যে সমতা নিশ্চিত করার পাশাপাশি ভবিষ্যতে তালিকাভুক্তির জন্য আসা সব কোম্পানির মার্কেট লটও অভিন্ন হওয়া উচিত বলে মন্ত্রণালয়ের সভায় মত প্রকাশ করা হয়। 
 পরবর্তী সময়ে একই বছরের ১০ নভেম্বর এসইসির পরামর্শক কমিটির এক সভায় সব শেয়ারের অভিহিত মূল্য ১০ টাকা এবং মার্কেট লট ২৫০টি করার সিদ্ধান্ত হয়। পরামর্শক কমিটির সিদ্ধান্ত নেয়ার কোনো ক্ষমতা নেই বলে বৈঠকের মতামত সুপারিশ আকারে এসইসির কাছে তুলে ধরা হয়। সে সময় এসইসি এ ব্যাপারে কোনো সিদ্ধান্ত না নিয়ে অর্থ মন্ত্রণালয়ে ৫ নভেম্বরের সভার সিদ্ধান্তের পক্ষে অবস্থান নিয়েছিল। পরবর্তী সময়ে মন্ত্রণালয়ের বৈঠকের পর তালিকাভুক্ত কয়েকটি কোম্পানি বাংলাদেশ ব্যাংকের অনুমতি নিয়ে তাদের শেয়ারের অভিহিত মূল্য পরিবর্তনের ঘোষণা দেয়। কয়েকটি প্রতিষ্ঠান বার্ষিক সাধারণ সভায় (এজিএম) এ সিদ্ধান্ত অনুমোদন দেয়। এ অবস্থায় এসইসি অর্থমন্ত্রীর মতামত চাইলে মন্ত্রণালয় আগের সিদ্ধান্ত থেকে সরে আসে এবং যেসব প্রতিষ্ঠান বাংলাদেশ ব্যাংকের অনুমতি নিয়ে অভিহিত মূল্য পরিবর্তনের ঘোষণা দিয়েছে সেসব প্রতিষ্ঠানের ব্যাপারে এসইসি সম্মতি দিতে পারে বলে অর্থমন্ত্রী মত দেন। এ অবস্থার পরিপ্রেক্ষিতে ২০১০ সালের ৭ এপ্রিল শেয়ারবাজারের সব শেয়ারের অভিহিত মূল্য ১০ টাকা নির্ধারণের প্রস্তাব করে এসইসি সরকারের চূড়ান্ত সিদ্ধান্ত জানতে চেয়ে চিঠি পাঠায়। যদিও এসইসি ১ মার্চ জারি করা এক আদেশে তালিকাভুক্ত কোম্পানিগুলোকে শেয়ারের অভিহিত মূল্য পরিবর্তনের পদক্ষেপ নেয়া থেকে বিরত থাকার পরামর্শ দেয়। পরে অর্থমন্ত্রী সব সিকিউরিটিজের অভিহিত মূল্য ১০ টাকা করার বিষয়ে ইতিবাচক সাড়া দিয়েছেন। এ ছাড়া শেয়ার কারসাজির তদন্ত কমিটিও অভিন্ন অভিহিত মূল্য করার সুপারিশ করে। তালিকাভুক্ত বেশ কিছু কোম্পানির অভিহিত মূল্য পরিবর্তনের কারণেই ২০১০ সালে শেয়ারবাজার অতিমূল্যায়িত হয়েছিল বলে তদন্ত কমিটির প্রতিবেদনে বলা রয়েছে। তদন্ত কমিটির সুপারিশের ভিত্তিতেই সব সিকিউরিটিজের অভিহিত মূল্য অভিন্ন করার সিদ্ধান্ত নেয়া হয়েছে বলে জানান এসইসির মুখপাত্র সাইফুর রহমান। তবে এই পরিবর্তনের জন্য কোম্পানির পরিচালনা পর্ষদে কোম্পানির অভিহিত মূল্য সংক্রান্ত সংঘ স্মারক ও সংঘ বিধির সংশ্লিষ্ট ধারা সংশোধনের সিদ্ধান্ত নিতে হবে। এরপর বিশেষ সাধারণ সভা (ইজিএম) আহ্বান করে কোম্পানির শেয়ারহোল্ডারদের অনুমোদন নিতে হবে। সংশ্লিষ্ট মিউচুয়াল ফান্ডের ট্রাস্টি বোর্ডকেও একই ধরনের সিদ্ধান্ত নিতে হবে।

পরিচালকদের শেয়ার বিক্রিতে নিষেধাজ্ঞা এসইসির

শেয়ারবাজারে চলমান দরপতন ঠেকাতে তালিকাভুক্ত কোম্পানির উদ্যোক্তা পরিচালকদের শেয়ার বিক্রিতে নিষেধাজ্ঞা জারি করেছে নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন (এসইসি)। ১৯৬৯-এর ২০ (এ) ধারায় প্রদত্ত ক্ষমতাবলে শেয়ারবাজারের স্থিতিশীলতা ও বিনিয়োগকারীদের স্বার্থে এই নিষেধাজ্ঞা জারি করা হয়েছে। তালিকাভুক্ত কোম্পানির উদ্যোক্তা, পরিচালক অথবা পাঁচ শতাংশ বা তার চেয়ে বেশি শেয়ারধারণকারী শেয়ারহোল্ডাররা পরবর্তী নির্দেশ না দেয়া পর্যন্ত শেয়ার বিক্রি করতে পারবেন না।
 গতকাল বুধবার এসইসিতে অনুষ্ঠিত এক সংবাদ সম্মেলনে এসইসির মুখপাত্র ও নির্বাহী পরিচালক সাইফুর রহমান এসব তথ্য জানান।
 বাজার বিশ্লেষণে দেখা গেছে, শেয়ারবাজারে ২০০৯ সাল থেকে বিপুলসংখ্যক বিনিয়োগকারীর উপস্থিতি এবং সে সময়ে শেয়ারের প্রচণ্ড সংকটের কারণে অস্বাভাবিক হারে বাড়তে থাকে তালিকাভুক্ত কোম্পানির শেয়ারের দর। হঠাত্ করেই শেয়ারের দর বৃদ্ধির সুযোগে বেশির ভাগ কোম্পানির উদ্যোক্তা পরিচালকরা তাদের হাতে থাকা শেয়ার বিক্রি করতে থাকেন। ডিএসইর ওয়েবসাইটে উদ্যোক্তা ও পরিচালকরা গত দুই বছরে যে পরিমাণ শেয়ার বিক্রির ঘোষণা দিয়েছেন তার বাজারদর হিসাব করলে দেখা যাবে, ওই সময়ে তারা প্রায় ১২ হাজার কোটি টাকার শেয়ার বিক্রি করেছেন।
 এই বিক্রির চাপ বাজার পতনের একটি বড় কারণ বলে মনে করছে বাজার সংশ্লিষ্ট পক্ষগুলো। বিভিন্ন উদ্যোগ নেয়ার পরও দরপতন ঠেকাতে ব্যর্থ হয়ে গতকাল বুধবার তালিকাভুক্ত কোম্পানির উদ্যোক্তা-পরিচালকদের শেয়ার বিক্রিতে নিষেধাজ্ঞা জারি করে এসইসি। গত সপ্তাহে শেয়ারবাজারের বিভিন্ন স্টেকহোল্ডারদের সঙ্গে বৈঠকের পর এসইসি গতকাল এ সিদ্ধান্তের কথা জানায়। পরবর্তী আদেশ না দেয়া পর্যন্ত উদ্যোক্তা-পরিচালকদের শেয়ার বিক্রিতে নিষেধাজ্ঞা থাকবে বলে জানিয়েছেন এসইসির মুখপাত্র সাইফুর রহমান।
 তবে এসইসির এ সিদ্ধান্তে দ্বিমত পোষণ করেছেন এসইসির সাবেক চেয়ারম্যান ও তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা ড. এবি মির্জ্জা আজিজুল ইসলাম। তিনি বলেন, ‘এ সিদ্ধান্তের কোনো যৌক্তিকতা দেখি না। এসব সিদ্ধান্ত অ্যাডহক ভিত্তিতে নেয়া হচ্ছে। কমিশন সম্ভবত এ সিদ্ধান্ত নিয়েছে সূচক বাড়াতে এবং সেল প্রেসার কমাতে। তবে এত কিছুর পরও বাজারের প্রতি বিনিয়োগকারীরা আস্থা দেখাচ্ছে না। আমি মনে করি, এসইসির উচিত সব ধরনের বিনিয়োগকারীর সঙ্গে কথা বলা। কেন তারা বাজারের প্রতি এত উদাসীন আচরণ করছেন সেটা বের করে তার ভিত্তিতে সিদ্ধান্ত নেয়া উচিত ছিল। তিনি বলেন, মূল শেয়ার বিক্রিতে নিষেধাজ্ঞা আরোপ করলে বোনাস শেয়ারেও নিষেধাজ্ঞা থাকা উচিত। শেয়ার তো শেয়ারই। সুতরাং মূল শেয়ার বিক্রিতে লক ইন থাকলে বোনাস শেয়ারেও লক ইন থাকা উচিত।’
 অন্যদিকে বাংলাদেশ অ্যাসোসিয়েশন অব পাবলিকলি লিস্টেড কোম্পানিজের সভাপতি সালমান এফ রহমান জানিয়েছেন, শেয়ারবাজারের বর্তমান অবস্থার পরিপ্রেক্ষিতে তালিকাভুক্ত কোম্পানির উদ্যোক্তা ও পরিচালকরা স্টক এক্সচেঞ্জের মাধ্যমে নিজেদের কোম্পানির শেয়ার কিনতে ইচ্ছুক। এ জন্য তাদের সংগঠনের পক্ষ থেকে গতকাল এসইসির সঙ্গে আলোচনা করা হয়েছে। তবে শেয়ার ক্রয়ের জন্য এ-সংক্রান্ত সিকিউরিটিজ আইনের কিছু সমস্যা রয়েছে। এগুলো সমাধানের জন্য এসইসির সঙ্গে কথা বলেছেন তারা। এসইসি আশ্বাস দিয়েছে।
 প্রসঙ্গত, বর্তমানের সিকিউরিটিজ আইন অনুযায়ী, কোনো কোম্পানির উদ্যোক্তা পরিচালকরা স্টক এক্সচেঞ্জে ঘোষণার মাধ্যমে নিজেদের কোম্পানির শেয়ার কেনাবেচা করতে পারেন। নিয়ন্ত্রক সংস্থার অনুমোদনসাপেক্ষে স্টক এক্সচেঞ্জে ঘোষণার পরবর্তী ৩০ দিনের মধ্যে স্টক এক্সচেঞ্জের মাধ্যমে নিজেদের কোম্পানির শেয়ার কেনাবেচা করতে পারেন।
 তবে চাইলেই বছরের যেকোনো সময়ে উদ্যোক্তা ও পরিচালকরা নিজেদের কোম্পানির শেয়ার কেনাবেচা করতে পারেন না। ২০১০ সালের ২৩ মার্চ তালিকাভুক্ত কোম্পানির উদ্যোক্তা, পরিচালকদের শেয়ার কেনাবেচায় বিধি-নিষেধ আরোপ করে এসইসি। এ জন্য সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশন অর্ডিন্যান্স (সুবিধাভোগী ব্যবসা নিষিদ্ধকরণ) ১৯৯৫-এ সংশোধনী আনা হয়। ওই প্রজ্ঞাপনে বলা হয়, ‘স্টক এক্সচেঞ্জে তালিকাভুক্ত কোম্পানির কোন স্পন্সর, পরিচালক, কর্মকর্তা বা কর্মচারী, নিরীক্ষক বা নিরীক্ষাকার্যে সম্পৃক্ত ব্যক্তি, পরামর্শক বা আইন উপদেষ্টা কিংবা সংশ্লিষ্ট কোম্পানির কোন সুবিধাভোগী, উক্ত কোম্পানির বার্ষিক হিসাব সমাপ্তির তারিখের দুই মাস পূর্ব হইতে উক্ত হিসাব কোম্পানির পরিচালনা পর্ষদ কর্তৃক চূড়ান্তভাবে বিবেচিত, গৃহীত বা অনুমোদিত হওয়ার তারিখ পর্যন্ত সময়কালে আলোচ্য কোম্পানির শেয়ার ক্রয়, বিক্রয় বা অন্য কোন প্রকারে হস্তান্তর বা গ্রহণ করতে পারবেন না।’
 জানা গেছে, ওই আইনের কারণেই কোম্পানির উদ্যোক্তা ও পরিচালকরা চাইলেই যে কোনো সময় শেয়ার কেনাবেচা করতে পারেন না। বাজারের বর্তমান মন্দাবস্থা বিবেচনায় কিছুদিনের জন্য আইনটি স্থগিত অথবা নতুন কোনো নির্দেশনা চেয়েছেন শেয়ারবাজারের তালিকাভুক্ত কোম্পানির সংগঠন। তবে এ বিষয়ে স্পষ্ট কিছু বলেননি সালমান এফ রহমান। গতকাল ডিএসইতে আয়োজিত এক সংবাদ সম্মেলনে তিনি বলেন, শেয়ারবাজারের তালিকাভুক্ত কোম্পানির সংগঠন বাজারের বর্তমান নেতিবাচক পরিস্থিতিতে সাপোর্ট দেয়ার সিদ্ধান্ত নিয়েছে। এ জন্য সংশ্লিস্ট কোম্পানির উদ্যোক্তা ও পরিচালকরা স্টক এক্সচেঞ্জের মাধ্যমে নিজেদের কোম্পানির শেয়ার ক্রয় করবেন। তবে এ জন্য কিছু আইনি সমস্যা রয়েছে। সমস্যাটি নিয়ে এসইসির সঙ্গে কথা হয়েছে। তারা সমাধানের আশ্বাস দিয়েছে বলে তিনি জানান। আইনটি সংশোধন হলেই উদ্যোক্তাদের শেয়ার কেনার প্রক্রিয়া শুরু হবে।
 এ বিষয়ে ঢাকা ষ্টক একচেঞ্জের প্রেসিডেন্ট শাকিল রিজভী বণিক বার্তাকে বলেন, ‘আশা করি এসইসির এই সিদ্ধান্তে আপাতত সেল প্রেসার কমবে। বাজারের এ অবস্থার মধ্যে লাখ লাখ শেয়ার বিক্রির প্রস্তাব ঠেকাতে এ সিদ্ধান্ত নেয়া হয়েছে। আমার ধারণা, বাজার আবার স্বাভাবিক হলে এই নিষেধাজ্ঞা তুলে নেবে কমিশন।’
 তিনি জানান, এসইসি মূলত তার আইন কানুন পর্যালোচনা করছে। পরিচালকদের শেয়ার বিক্রির ওপর নিষেধাজ্ঞা দিয়ে এই আইনগুলো বিশ্লেষণ করে দেখছে। লক ইন বা বোনাস শেয়ার বিক্রির বিষয়ে কমিশন দ্রুত সিদ্ধান্ত নেবে। শাকিল রিজভী বলেন, ‘বাজারের বর্তমান অবস্থার আসলেই কোনো ব্যাখ্যা নেই। এটা আমাদের বাজারের ক্ষেত্রে বাড়া বা কমার ব্যাখ্যা অনেক সময় পাওয়া যায়নি। কিন্তু অন্য সব কিছুর মতো শেয়ারবাজারেরও কিছু বৈশিষ্ট্য আছে। আমি আপনাদের বলি বাজার ঘুরবেই, দাম ও সূচক পড়লেও সব কিছু শূন্য হয়ে যাবে না।’
 প্রসঙ্গত, গত দুই বছরে তালিকাভুক্ত কোম্পানির পরিচালক ও উদ্যোক্তারা শেয়ারবাজারে নিজেদের হাতে থাকা প্রায় ১২ হাজার কোটি টাকার শেয়ার বিক্রি করেছেন। শেয়ারবাজার বিশ্লেষণে দেখা যায়, ২০০৯ সালের মে থেকে শুরু করে চলতি বছরের জুন পর্যন্ত তালিকাভুক্ত বিভিন্ন খাতের মধ্যে সবচেয়ে বেশি টাকার শেয়ার বিক্রি করেছে ব্যাংক খাতের কোম্পানিগুলো। এর পরপরই রয়েছে ব্যাংকবহির্ভূত আর্থিক প্রতিষ্ঠান, টেক্সটাইল, প্রকৌশল, জ্বালানিসহ বিভিন্ন খাতের কোম্পানি।
 ২০০৯ সালের মে থেকে চলতি বছরের জুন পর্যন্ত ব্যাংকিং খাতের কোম্পানির উদ্যোক্তা ও পরিচালকরা ৩ হাজার কোটি টাকার বেশি শেয়ার বিক্রি করেছেন। একই সময়ে ব্যাংকবহির্ভূত আর্থিক প্রতিষ্ঠানের উদ্যোক্তা ও পরিচালকরা বিক্রি করেছেন প্রায় ১ হাজার ৬০০ কোটি টাকার শেয়ার। এ ছাড়া বস্ত্র খাতের পরিচালকরা ২ হাজার কোটি টাকা, প্রকৌশল খাতের পরিচালকরা ১ হাজার ২৫০ কোটি টাকা, জ্বালানি খাতে প্রায় ৮০০ কোটি টাকা, বীমা খাতের প্রায় ১ হাজার কোটি টাকা, ওষুধ ও রসায়ন খাতে ৬৫০ কোটি টাকার শেয়ার বিক্রি করেছেন। এ ছাড়া খাদ্য, আইটিসহ অন্যান্য খাতের কোম্পানির পরিচালকরা বিপুল পরিমাণের শেয়ার বিক্রি করেছেন।
 এদিকে তালিকাভুক্ত অনেক কোম্পানি রয়েছে, যেগুলোর উদ্যোক্তা অংশের পরিমাণ খুবই কম। অথচ এসব কোম্পানির উদ্যোক্তারা নিয়মিত শেয়ার বিক্রি করছেন। এ বিষয়ে সাইফুর রহমান বলেন, ‘ইদানীং কোম্পানির উদ্যোক্তা ও পরিচালকদের মধ্যে শেয়ার বিক্রির প্রবণতা দেখা যাচ্ছে। তারা যাতে একটি নির্দিষ্ট পরিমাণ শেয়ার হাতে রাখেন, সে ব্যাপারে বলা হবে। এ জন্য উদ্যোক্তাদের ন্যূনতম শেয়ার ধারণের পরিমাণ নির্ধারণ করে দেয়ার বিষয়টি সিদ্ধান্ত নেয়া হয়েছে। তবে ন্যূনতম কী পরিমাণ শেয়ার উদ্যোক্তাদের ধারণ করতে হবে তা এখনো ঠিক হয়নি।

What I think regarding the share market? I think it’s a game (Pls. let me clear it. First of all I strongly believe it is a business, a Halal Business. I have used the word “Game” for example purpose only).

Before playing a game, you need to know all the rules and regulation of that game. After knowing the rules and regulation, I can say you know the game very well. It doesn’t mean that you are a good player. Like my mother. She watches the cricket regularly and knows it very well. But she is not a good player even a player. Now, think if she try to play cricket in professional level, what will happen?

To become a good player, you need to achieve some skills. These skills will give you some advantage and make you difference from others and it will lead you to win.

Some smart will tell me that how can s/he will achieve skills without playing matches? Yes you can achieve skills after playing matches. Then you learning cost may high, specially in share market.

 Now the question is how can you achieve the skill? You need to invest your some time, not your cash money. Just make a plan and try to learn according to your plan. You not to be achieved all the knowledge by one night. You have the internet (I’m not telling you to search some HOT items or news).
